As Managing Director at Hadley, Mathew is responsible for strengthening operational structures, steering high-impact projects, and shaping long-term partnerships with the public sector and major capital providers. Starting his career at Berkeley Group, Mathew brings more than 25 years of experience delivering complex, large-scale development projects. Mathew supports and advances Hadley’s strategic delivery capacity, working closely with the Executive and Operational Boards to guide the business through its next phase of growth. His background spans both the private and public sectors, including senior leadership roles at Deloitte LLP, where he served as Partner and Group Head of Development & Assurance. In that role, Mathew led a national team of over 135 specialists, delivering major regeneration and infrastructure programmes across the UK. Mathew brings particular expertise in public-private partnerships, development governance, and delivery assurance, supporting institutional investors, government agencies, and developers in unlocking complex sites and mitigating delivery risk.
His track record is distinguished by the delivery of the UK’s most ambitious urban regeneration schemes, emphasising the enabling of infrastructure, strategic public sector alignment, and robust governance to drive sustainable, long-term development. Notable clients and projects include London Legacy Development Corporation (the Olympic Legacy), City of London Corporation (Billingsgate, Smithfield, New Spitalfields and Barking Power Station), and Old Oak and Park Royal Development Corp, with broad engagement of partners such as GLA, DfT, Homes England, HS2, and Network Rail.
